The MOU is an executive agreement that outlines the terms of military aid, but the actual allocation of funds requires Congressional approval through the budget and appropriations process. While the President can influence and propose changes, ultimately, Congress controls the money and must approve any significant alterations to the agreed-upon aid.
That said, he supports Israel much more than I would personally prefer him to.
